At about 9:45 a.m, a 30-foot long section of concrete I-wall floodwall adjacent failed sending storm surge into the Lakeview neighborhood. The water level was about 5 feet lower than the top of the I-wall. The breach quickly expanded into a 450 foot wide gap.
