Mugniers's view shows a railroad depot located between Decatur Street and the Mississippi River, blocking the view of the river from Jackson Square. According to a 1937 newspaper article, Mayor Robert S. Maestri ordered this strip of land along the riverfront, known as Bienville Plaza, to be filled in and landscaped.
